Okay, here's what you do.
On a solid backdrop, use the FUZZY SELECT tool to select the whole background. Use additive select (shift+click) to get any bit of Background that didn't get selected. When you have all of that, go to the Select dialogue window and use the Grow command. Grow it by 2 or 3 in most cases. Sometimes, you want to use 1. Use the FREE SELECT tool to get any part of the background that didn't gets selected (such as bits that were in a really tight corner).
From there, take the Eyedrop tool and select the background color. Then copy the color's HTML code.
After you copy the code, go to the Color dropdown dialogue and select Color to Alpha, and paste the color into the HTML code box there, press Enter so it updates the color, then hit Alpha.
There. You have your image cut out!
For busier backgrounds, you want to select the background behind the character using the FREE SELECT (Lasso) tool. It is recommended to grab inside of the the outline for this. When you have that done, go to Color and select Desaturate. Select whichever options gives the most contrast between the backdrop and the outline.
When you have the background desaturated into grayscale, you want to go back to the Color dialogue and go to Brightness and Contrast. Set the Brightness to -100 and the contrast to 100. 110 either way for when there's more dark stuff in the way than usual. This will get the entire backdrop a solid white in most cases, and you can use the Color to Alpha option from before to alpha it out, and have a clear cut of the character.
In the vast majority of situations, that's almost all you need to do. The Airra method. Winning!
Sometimes, you'll want to redraw portions of a character or outline if said character was slightly obscured (like, for example, cleaning up the top of Entei's head and removing the
KOOM.)

There's something wrong with it. Your Engie's face is reeeeally fuzzy. Maybe you JPEG'd it too much.
