Well, the joke could have been made clearer without removing the setup entirely. Eg, I think adding a little smoke to panel 1 would really help clarify that the girl turned into an Entei.
Then personally I'd change "It's Zoroark!" to "It's
a Zoroark" to make it clear for people who don't know what a Zoroark is that rather than being the name of the girl and thus a distinct character (making them feel like they might be missing out on something by not knowing who this character is, distracting from the joke. At least that's how I feel whenever I don't get a reference, regardless of whether the joke works without it or not), it's actually just a creature that can transform into stuff, making it more self-explanatory. The "a" would also imply that it's one of many, de-emphasising the Zoroark's importance in the mind of the reader, lessening the distraction of their ignorance. Finally, I'd just have Katie also saying something like "Go, Raikou!" to help link that panel with the next, as well as making it clear exactly what Raikou's role in all this is.
However, those last two are just personal opinion based on my own interpretation of the comic, and I have no idea whether or not they'd actually help improve the comic. I mean, I'm no comedy writer.
