I've been playing a lot of Fallout recently.
One of the companion characters (Veronica) has a sidequest where you have to get her a dress. Of course, the dress is basically useless since all of the companions just wear whatever the highest level clothing is, and Veronica can wear Power Armor.

The power armor requires special training due to the fact that it is nearly impossible to use without knowing how it works.
Some random Jack wouldn't even know how to put it on, but the companions probably learned this from either you or Veronica.

Not really, no, they have power circuits inside them that enhance the wearer's strength to insane levels.
So much so, that most of the people who wear the suits barely move their muscles, letting the suit do all the work for them.
If you don't know how to control the circuits, the suit works against you. The circuits are much stronger than any human, and as such whoever is inside the armor will be incapable of movement.

Anything more complicated than a t-shirt and jeans is beyond me. I imagine power armor is more complicated than a vest or tuxedo.

I never really tried it out too much. I think the rule is that you can teach them how to use Power Armor if they don't already know (Veronica must already know).
This is my own personal explanation for how I had Follows-Chalk, a person who has never left or strayed from his tribal ways and is perplexed by a walkie-talkie, walking around in power armor.

Essentially, yeah.

NCR Power Armor has these circuits taken out, and is a lot less bulky, which is why it can be used without training.
