I still believe that Pichu is just Brawl's evolved Pikachu. I mean the alternative costume gives it away.

I kinda forgive Nintendo for that one - I don't expect them to come up with "Alloy Flipper" just to allow for Prinplup's anatomical shortfallings.

But if they did then many fish Pokemon and Wailmer/Wailord could use a cool steel attack.

I can answer all your questions.

1. For Luxray, the moves "Leer" and "Mean Look" and others are available for learning at some point in its evolutionspan, reflecting off the fact it has X-Ray vision. X-Ray vision will not help in battle, unless if you were to rip the opponent's organs out, which is not the right way to go.

2. Zubat doesn't need eyes to give you the Mean Look. All a Zubat needs to do is look mean.

3. It is possible for Prinplup to learn Metal claw because its flippers have been endowed with unnatural strength compared to an emperor penguin's flippers. The metallic physical appearance of its evolution most likely starts internally one evolutionary stage before it. In addition, Piplup is a baby, and therefore not physically strong.

4. The Piplup evolutionary line is based off of penguins.

OH, AND

5. According to the animé, the Pikachu evolutionary line has teeth and can bite pretty hard. However, even when in an extremely angered state, their bites do not leave scars. The closest thing to a cutting move would be Iron Tail, which must be taught by TM. It's possible, though, for a Pichu to pick up a sword if it is light enough, or if the Pichu knows the move Strength. Or if the Pichu is extremely strong.
