Actually having a panel split makes you focus more on the fisher at first, wondering why they're having so much trouble, then you scroll down and focus on the second panel and see what makes the joke.
If it was one full picture it wouldn't have as much impact as you'd end up focusing on the whole thing instead of the fisher first and Wailmer second.

I dunno. I thought the whole Fire/Psychic thing was pretty neat, it's just that Delphox's movepool and hidden ability were absolute bullocks.
I love the simplicity of this joke, though. I'll admit I was expecting a Gyarados at first, but Derpwhale was a welcome surprise.
