I don't understand this concept.

But that may be because I love playing the game on Settler and beating everyone to every single last wonder and then laughing in their faces as I can outvote the rest of the world on every single issue by myself, just from having Freedom and having trade routes with all the city states. +3 reputation per turn forever, on top of all the city state quest completions from constantly spawning great people and completing wonders.

I play with the Faster And Wider Border Expansion mod (when I'm not going for steam 'cheevs) just so I can completely envelop them in a neat little refuse-to-grant-open-borders bubble with just one or two cities, even on a small continents map. Its like playing the Sims and locking them in a house with tons of flammable stuff.
(Also, because maxing out at just 5 hexes out is bullshit. :V)
