The only character who might arguably top Nowi is Ninian from Fire Emblem: Eliwood no Hector, because the game's main character doing the horizontal polka her miniscule little-girl human form is a mandatory part of the main story instead of an optional side-event. But she lacks what makes Nowi truly great, which is Nowi's totally 100% socially acceptable battle lingerie.

It's not mandatory, it's optional, for we never find out who Roy's mother was.
