Well, first of all, the axe's of the executioner's weren't always sharp enough to whack the head off in one clean blow, like we see in movies, so many of the nerves within the neck could easily cause the face to twitch and whatnot. Also, the massive trama caused by the neck being severed would kill instantly, and, even if it didn't, the amount of pain would make the victim fall unconscious from the mass amount of trama, so you would be unconscious before you died.
about the lips moving and being still being alive and what not, the brain is still sending out electrical signals as the neck becomes severed. therefore, it was common practice with the guillotine that people's mouths would still be whispering prayers after the head was severed, because the death was so quick, the few electrical signals that had last been sent out where still in progress. That's why chickens sometimes still run around when their heads are cut off. They're dead, but the commands the brain told the body before it was severed are still being read.
