I'm saying both. There's just going to be one rival prosecutor.

What if other people want to be the rival prosecutor in the future? Is the defense attorney going to be the same person forever?

For the sake of consistency, the recurring characters are going to be played by the same people unless they tell me they don't want to continue portraying that particular character. That's why multiple people are allowed to sign up for the recurring character roles. However, I am planning on having one recurring character that will have to be played by someone different each case.
