The artist's name is Akaitera. I don't know if he has a site, but I did find two more Pokemon Abomination pictures he drew: Giovanni and Nidoking, and Venusaur.

Those badass Pokemon are pretty cool, but seriously, what the fuck Snorlax? It has no eyes. It's just a leech mouth. They could have drawn it as a ferocious hungry bear or something, or given it a cartoony look like Pikachu (maybe angry cartoon), but I guess leech mouth is easier. :////
