Price shouldn't factor too much into PSU. Once you have all the parts decided, you should be doing the research to figure out how much it's going to take to sustain it (simple math and Googling) and get a PSU that is about 1.5x that to give some room. Whether that's cheap or not doesn't matter, it has to be able to sustain your parts.

I was talking about quality rather than wattage. Going with the cheapest model with sufficient wattage to save 20 bucks may not be a good idea if it's some unknown off-brand.

Ah. Yeah that's true. People should always be sure to read the reviews of any part though. I got in the habit and frequently help my parents avoid getting disastrous items like a TV prone to catching fire. Yes that is a real thing and not just an example.

Ok so my parents let me have their five-year-old computer. It has a 22" 1680x1050 monitor, keyboard and mouse, speakers, an AMD Athlon 64 X2 Dual Core 5200+ at 2.6 GHz, 4 GB DDR2 memory, a 250 Watt PSU, a LightScribe DVD drive, and two HDD's totalling 700 GB.
Considering the most graphically intense game I play is Portal 2 and TF2, should I buy a cheap GPU and a good 500 Watt PSU; or should I buy a whole new motherboard, new DDR3 RAM, a new 500 Watt PSU, and an Intel Core i3? Will the Intel HD Graphics handle TF2 just fine?

I'd say buy a top of the line Intel Board, a cheap GPU, an i3 and a good amount of ram
