I didn't read everything, but you're kind of nitpicking with the criticism, who cares if the narrator mentions that it's in the suburbs? It may be unnecessary, but it adds some context to the story, for instance. Not everything has to be horrible about this.
Otherwise, from what I read so far, it's mostly good and funny.

Tabarnaco, the whole reason this is here is to poke fun at every detail.

Being specific with "in the suburbs" doesn't really affect the story at all and is pretty unnecessary.

Yes, but we aren't making fun of most things ever written.

If this was a commentary on Lord of the Rings he'd probably point out unnecessary environmental details.

See, when you don't consider the rest of the page, that line isn't so bad. Sure, it sounds a bit awkward, but otherwise it's okay. It's poorly worded (as it sort of implies that there is only one High School in "the Suburbs" and, since it doesn't specify which suburb, you can only assume it means every suburb ever), but otherwise forgivable.

However, the rest of the page is just as awkward. The location changes without reason, and there's that pointless "What's up, Brian?" panel that ruins the flow of the page. Having all that awkward on one page is just terrible. By itself, not so bad. Combine with everything else, however, and you wonder if the author was paying attention or even just making stuff up and she went.
