There'll only ever be one PETA activist (townies can't promote into the PETA activist), and the point of the Granny in Mafia is to give the town a bit of a chance. Mafia could hit the Granny and be down one member. Then they have to try to get rid of the granny (it's not as easy as just going after her again), possibly through a lynch or getting someone to visit the granny so she'll go after them and the mafia can kill the defenseless Granny afterwards. Either way outside of visiting her, the Granny is exactly like any other villager. Once the Mafia knows who she is, they'll just avoid her. In this case, with 2 mafias running around, the Granny has the chance of killing two unsuspecting mafia. Or, potentially, both mafia could visit her one night resulting in a dead mafia and a dead granny.
I'll consider lowering the percentage for the first night, but they're supposed to be the mine in mafia's minesweeper.

Actually, it indicates what mafia they're affiliated with. There are 2 Mafia groups running around in this game (the CCC and the BBB). When they're killed, you'll know whether they were crispy or chewy, which indicates which mafia they belong to. The only way one of the mafia can win is if the other mafia is completely destroyed (or outnumbered along with the town so much that they can't make a comeback).
