It's a religion insofar as it is a belief system. Not believing in any gods, is still technically a belief, because it cannot be scientifically proven either way (Though we can still daisies well prove that religions like Judaism/Christianity/Islam are hogwash)

Also, there technically are such a thing as Atheistic Religions... Buddhism, Jainism, Confucianism, Taoism, Humanism and Satanism are all Atheistic. Also, some sects/denominations of Paganism and Hinduism are Atheistic as well.

Atheism means "Rejection of Deities"
