Oh! I forgot to comment on Stranger's comic. I got too distracted by pixels.
I find the art style to be delightfully disturbing. I like how much detail works goes into the lines. I tried to learn that shading style once but I got frustrated because I haven't been able to properly draw in months.

The dimensions really depend on what you're trying to limit yourself to. I pretty much told myself that I was going to keep all the characters between 80-96 pixels tall while making those, but the actual resolution will change a bit based on actions as seen by the two characters who are crouching a bit. I used sprites from TWEWY as a reference since there are veeerry few resources to use that explain the process of making sprites that aren't "Cockfighting Society-style" chibis or high-res Fighting game characters.
You should also decide the width of each part of a character. I think I kept the waist of the characters around 9-10 pixels wide, as an example. The arms vary from 3-5, as well as the legs. I generally kept the hands around 6x6 or 8x8 (I wish I could get to that computer to get more accurate numbers). I'd post a picture of the twenty-or-so hand poses I made for an example of whatever but I'm a failure at everything I touch and don't have the files with me.
You also want to decide how much space the characters will take on the screen and how active you want them to be and how much they'll be moving around and the general screen resolution the game will use. A 256-tall character would look nice, but if the game is natively at 600x800, it'll get cluttered really quickly if everyone is that tall. Those characters were made with an Action RPG-style game in mind, being able to run across a large space with multiple rather mobile enemies in the same space, along with wanting a style that could have the characters and their many different poses made quickly, so the actual max resolution for a sprite would probably have been around 100x120, stretch and shrink proportionally. That doesn't mean the style won't fit into another project, however.
A lot of resolution-related stuff will depend on what game engine you will be using.
Some have some rather specific requirements to what they'll let you do, such as many Toolkit-style engines. I never used RPG Maker, but I had a friend that was having trouble working around its 32x64 resolution limit. Try to plan for what your tools will work with best.
I reeeally hope those random ramblings make sense and/or are relevant. That's about all I can think up on the spot. Feel free to cut the backgrounds off of those characters and study them as much as you want.
