Even if they were not the manufacturer, the wardens could recruit to get the free kill and an extra member. And if Turbo admited to not getting a shiv, then the wardens wouldn't bother converting them unless they thought Turbo would be otherwise useful.
And really, the only reason it was asked to begin with was because Reyo wanted the manufacturer to follow his suggestion, when the manufacturer and possibly even Reyo wouldn't even know Turbo's alignment.
Unless of course, Reyo and Turbo are on the same side, such as being wardens or mafia members and this was a "sure thing" to get the manufacturer to give them an edge, though in that case, it seems dumb to publicly ask the teammate if they got the shiv.
Which makes me think Reyo did this to get a shiv to Turbo who could possibly be manipulated, or that if Turbo didn't get it, it would look suspicious, and even moreso if Turbo did the sensible thing and refused to answer.
At this point, I don't trust Reyo for doing this. It's not enough of a feeling to lynch on, personally, but this seems like either a blunder of "all according to keikaku" or a way to pull the carpet out from under someone and get the other prisoners to turn on them.
If this is true, then Turbo would be as willing to tell us that he was visited by the interrogator, but rejected them, like you did after night 2.
