i would say PVC foam. it's not expensive, and comes in sheets of what feels like plastic. you put it in the oven for a minute or so and it gets really soft and pliable but not really hot. lay it over whatever part you want to mould to and hold it til it cools. you could probably score one side and attach modeling clay for details pretty easily (i've never needed to do that lol.)
