I've actually acted similar to that when I was younger, but it wasn't really leading them on for fun, it was more like
"Oh well maybe I'll become friends with this guy, he could be pretty cool, and then after we've talked for a while maybe we could consider a date but only after I get to know him, oh gosh why is he asking to go out, I barely even know him, aah why is he saying he has a crush on me aaa" and then I didn't respond out of fear and not knowing what to say.

I mean, devil's advocate here, maybe she's feeling awkward or just not ready for a date yet. You won't know until she responds, though.

I actully feel pretty bad about all the people I've had to turn down for the past few months.

That's completely understandable.

And second off, I know with my particular example, the person in question is my exact age...as in...the exact same birthday. It's not that ridiculous for me to ask something of her that I got over when I was in high school. The only time I would ever ignore someone intentionally is if I got the feeling they were uninterested, which usually comes in the form of them cutting all ties from me. If I know someone's interested, I'll be all over it. If after that they suddenly cut ties, I'm more than a little peeved.

Then there's when I'm legitimately not interested, which shouldn't even be an issue. The problem is when people ignore other people despite liking them, which is something I find stupid as hell.

I wouldn't be surprised if it was more because he's super weird over leaving home to go THAT far away. I was pretty weird when I was away for 3 weeks in Germany.

The fact that you're twenty should probably also mean you don't have to have a secret boyfriend from someone you are hardly even associated with.

Worse comes to worse, that is a situation where it's understandable to just cut ties from him and ignore him since most sane guys will take it as a sign of disinterest. How is he contacting you? Phone? Suspiciously frequent random encounters? Do the two of you live in relatively the same area?
