it depends on how far down the what's-left-of-arm the blood vessels still work.

Exactly my concern. Although laser eye surgery is pretty safe, any kind of surgery has a risk. Is it really worth the risk of turning blind to change something minor as eye color?

In other news, diamonds aren't forever and slowly change back in to graphite at room temperature/pressure.

You are saying cosmetic surgery isn't worth the risk? Not much risk in it. Just a few horror stories of the few cases things go bad in. Not that I personally want to change anything, but if someone wants to, I don't see why they shouldn't be able to.
