I don't think that Absol appears in Kanto...

Evolve some pokemon. And catch more. You are still lacking severely with them.

That can summon tornados and other natural disasters. Yes.

Apparently Absol can be traded in FR/LG. But I can't recall ever doing so...

It can only be traded in after defeating the Pokemon League. Which we haven't done. So that's a no-no.

In the 1st gen dark pokemon didn't even exist.

Get a Ghost or a Dragon type.

Hope you don't run into other Ghost or Dragon types.
