There is a religious group of people with a settlement just outside of where I live - they're called hutterites. It is against their beliefs to have pictures of them taken.
At first the city respected their beliefs and let them have IDs, such as driver's licenses, without photographs.
They chose to take advantage of the situation, by sharing or swapping IDs. In other words, they took advantage of the situation, and let people who shouldn't drink and/or drive do such.
The city both got fed up with their disregard for their own safety, and fed up with giving them this special treatment only to have it thrown back in their face. They said they would HAVE to get photos on their IDs, so they could no longer pass them amongst each other.
They obviously got really rustled, but even when it was taken to people's court, it was passed.
They suspiciouly don't put up a fight at all now that is has been officially passed. Maybe because they either had to give up going out until the pictures were removed so people wouldn't be able to remember their faces matched to their names, or maybe the government told them they couldn't fight it, who knows.
