I am not sure how other countries can help nations in Africa like Uganda without making things worse.

They could start out by not subsidising their own agriculture to ridiculous degrees, so that there's an incredible excess of products which get dumped at very low prices on the local market, destroying the economy (this is a European problem, not sure about the US). Promoting education and building schools also helps. It's about indirectly building a stable political climate, not running in guns blazing.

We've got the opposite problem. Farmers are paid NOT to plant/raise anything so price is artificially propped up due to less supply. Also the term "farmer" means anyone who owns a certain amount of land. So we've got politicians getting that cheddar for owning some empty fields that will never be anything. As for the excess, it either gets destroyed or stored. If the US were to open its stores world hunger would be obliterated in an instant.

No see, that's the problem, Europe is exporting tons of food to Africa, but this is actually making the situation worse since local farmers can't compete with the mass-produced imports.

The issue, however, is that that kind of aid is only temporary, and like Syobon said it exacerbates the situation. Nations need to become self-sufficient and not rely on foreign aid. That is the issue that I see right now; how can nations in Africa become autonomous and self-sufficient, unrelient on foreign aid?

That's also an issue. I just look at the welfare system in the US as an example of handouts gone wrong. The system actively punishes its participants if they try to get a job because it pays more than what they'd get in minimum wage.
