I think I can explain my reasoning: A classic hamburger can be classified by its well-known ingredient layers: Hamburger, lettuce, tomato, ketchup/mustard/both, onion, pickles. A minimum of the hamburger, a condiment, and one other layer are required.
Reducing this framework down to a basic level, we get three things that make up a sandwich: A main ingredient layer (typically a meat, but for you veggie lovers a larger amount of a different veggie would substitute without fail), a secondary one (typically a veggie, but items such as mushrooms and bacon would also work [tastily, mind you]), and a condiment (mustard, ketchup, BBQ sauce, mayonnaise, clarinet, etc.). A third ingredient layer of a less solid item (commonly cheese) can replace a secondary layer or condiment.
By applying this to a hot dog, a dry hot dog (basic meat between specifically designed buns) is not that close to a sandwich. But add mustard and relish, you have a basic sandwich, where the meat is the main layer, relish is secondary, and mustard is the condiment. You can also add onions, ketchup, and cheese, and it wouldn't disrupt the order. Chili wouldn't work as well, and would place the resulting hot dog in a semi-sandwich state (more on that later). Sauerkraut wouldn't disrupt the flow in technicality, as it is at a base level pickled cabbage, a possible ingredient layer in both parts.
While the table on page 1 classifies a sub as structure neutral, the bread used in subs is just two pieces of bread connected on one side. Split the bread parts into two, and a sub can become a pure sandwich. A hot dog would fit the true sandwich category even better under this consideration, as hot dog buns and basic hamburger buns are basically the same bread in a different shape. Sandwiches in this category should be classified as "Siedwiches", as the basic premise of these is to hold them sideways. Tacos (both shell varieties) would still be neutral structured, as the bread part is designed to be one part.
